It turns out that licensing a residential shelter for young children is quite expensive. Dennis Morrow from Janus discussed that it costs $400,000 annually to shelter 10 teenagers, and the cost increase inversely with age (young = more expensive), to make sure there are adequate protections and oversight (historical abuse from children in state custody). However, it might be possible to have a local foster network tied to the local school for emergency sheltering needs. I would love to speak to someone in that field who might be able to offer insight?
